Sidney Villanueva’s practice focuses on energy law. She counsels clients on a wide range of administrative and regulatory matters, including Federal Energy Regulatory Commission (FERC) open-access policy and nondiscriminatory access to transmission, Bonneville Power Administration proceedings, and state Public Utility Regulatory Policies Act (PURPA) implementation(s). She also assists clients in resolving complex contract, tariff, and rate issues. Sidney has particular experience representing independent power producers in matters involving interconnection, transmission service, and power purchase agreements.
Prior to entering into private practice, Sidney worked as an attorney representing investor-owned utilities and customers of investor-owned utilities as well as consumer and municipal electric utilities. She is well versed in state and federal practice, primarily before the Federal Energy Regulatory Commission (FERC), the Oregon Public Utility Commission (OPUC) and the Washington Utilities and Transportation Commission (WUTC).
Sidney is a member of the Oregon State Bar and former chair of the Oregon State Bar Energy, Telecom & Utility Law Section (2022-2023). She is consistently recognized, e.g., Best Lawyers: One to Watch in Energy Law, etc. When not working, Sidney enjoys finding some sunshine with her two young children, and dog Gatsby.
